Pi Pay is looking for an experienced CIO / CTO to oversee the use of Information technology (IT) in our start-up mobile application payments-infrastructure company. You will be the one to help devise and execute the company’s IT and business payments strategy and ensure that all systems necessary to support its operations and objectives are in place.
You must have a solid IT background with particular expertise in mobile banking apps and digital payments infrastructure and have consistently kept up-to-date with advancements in the field. A strong knowledge of Simfonie, Cadencie, Oracle12C, Apache, and other related software applications and infrastructure would be an advantage. You must also be able to demonstrate leadership and a strong strategic and business acumen.

Deliverables:

• Standard Operating Procedure (SOP) for CEO, Board of Directors • Annual Activity and Resource Plan for CEO, Board of Directors
• Monthly/Quarterly/Annual Activity Report • Presentations/Reports/Letters or any other activities as assigned by CEO from time to time
•  Annual appraisal of Heads of Department • Service delivery as per functional responsibilities 7. Functional Responsibilities:
• Set objectives and strategies for the IT and Digital Services departments
•  Select and implement suitable technology to streamline all internal operations and help optimize their strategic benefits
• Design and customize technological systems and platforms to improve customer experience
•  Plan the implementation of new systems and provide guidance to IT professionals and other staff within the organization
•  Approve purchases of technological equipment and software and establish partnerships with IT providers
• Oversee the technological infrastructure (networks and computer systems) in the organization to ensure optimal performance
• Direct and organize IT-related projects
• Monitor changes or advancements in technology to discover ways the company can gain competitive advantage
• Analyze the costs, value and risks of information technology to advise management and suggest actions 

Desirable Qualifications:

▪ Educational Qualification: • Minimum of Bachelor’s Degree in Electrical & Electronics/Computer Science & Engineering/Computer Science/Computer             Engineering/Business Management or other areas relevant to the position ▪ Knowledge and Skill:
• A thorough knowledge and understanding of English is essential; Speaking and understanding Khmer and Chinese is a plus
• Excellent written and verbal communication skills and ability to analyze, plan, communicate effectively, orally and in writing, draft clear and concise reports     and meet expected goals;
• Ability to adapt to different environments (cultural, economic, political and social);
• Solid understanding of data analysis, budgeting and business operations
• Superior analytical and problem-solving capabilities
• A strong strategic and business mindset
• Excellent organizational and leadership skills
• Outstanding communication and interpersonal abilities
• Ability to encourage and motivate workforce under him.
• Working and decision-making capability under stressed conditions ▪ Experience
• Proven experience as CIO/CTO or similar managerial role
• Involvement in IT, digital payment systems and infrastructure field
• Background in designing/developing IT systems and planning IT implementation

Working Hours:

▪ Usual office hours from 8.00 am to 5.00 pm, 5 days a week

▪ 7 x 24 availability on emergency ▪ Changeable through office order

Additional Requirement:

▪ Travel: a. Willing to travel throughout the country for Pi Pay operations & maintenance and overseas for participation in conferences, business meetings, etc.

▪ Mobile: Should be available 7 x 24 over voice and SMS

▪ Internet: Should be available 7 x 24 over email
